Criteria of Eligibility
An applicant must:
- be a Filipino citizen;
- not be more than 50 years old at the time of application;
- be in good health condition;
- pass the admission requirements for graduate studies at any of the NSC member-universities and;
- pass the interview and other screening procedures.
Who else may apply?
- PhD graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second PhD degree.
- MS/PhD non-scholar graduate (not S&T related) who intends to pursue a second MS/PhD degree
Who may NO longer apply?
- PhD graduate (scholar or non-scholar) who intends to pursue another MS degree program.
- MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.

1 4-year Straight-PhD Program: MS stipend rate during 1st year.
2 One (1) actual economy class round trip fare per Academic Year; given only to those who study outside their home province; on reimbursement basis
3 Must be applied by the scholar, subject to evaluation and approval. Grant approved is subject to liquidation.
INCENTIVE
The stipends in the remaining months of scholarship period shall be given to a scholar who completes his/her degree earlier than the prescribed period of his/her study.
Terms of Scholarship
1. The scholarship award shall be for full-time graduate studies to ensure on time completion of the MS/PhD degree in any of the DOST identified priority fields.
2. The scholar must NOT be employed or practicing his/her profession while on scholarship. He/She must secure approval for official leave of absence, if employed.
3. The awardee shall execute a Scholarship Agreement with the DOST-SEI and the Training Institution.
4. The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
5. The scholar shall be required to render service obligation in the Philippines on full-time basis after he/she finishes the MS/PhD degree, i.e. one year service for every year of scholarship
6. The scholar shall be required to refund the scholarship grant with interest for non-completion of his/her graduate program or failure to comply with the service obligation.

- Certified True Copy of the Official Transcript of Records;

PhD | From 2 former professors in the Master’s Program |
- If employed, recommendation and permission from head of agency to take a leave of absence while on scholarship or proof of resignation or termination of contract;
- Career Plans (Form A);
- Research Plans (Form B);
- Medical Certificate stating that applicant is of good health condition and fit to study from a licensed physician with his/her PRC license number indicated (Form C);
- Valid NBI Clearance;
- Letter of Admission with Regular status from the Program Head of the accepting institution and copy of the Admission Evaluation Sheet and;
- Approved Program of Study.

- Certification from university indicating the following:
- number of graduate units required in the program
- number of graduate units earned with corresponding grades

Career Incentive Program
The Career Incentive Program (CIP) is a short-term scheme to address the administration’s call to strengthen the country’s S&T capability and avert unemployment of graduates of DOST-SEI graduate scholarships and provide them opportunity to work in research activities where they can contribute their knowledge and expertise.
This is open to MS and PhD graduates of the ASTHRDP. Interested scholar-graduates may apply to the CIP and they shall be matched with a DOST agency/research institution where their specialization is needed in research projects/activities.
The CIP Researcher with an MS degree shall assume the position of an MS Graduate Fellow while those with Ph.D. degree, a Ph.D. Graduate Fellow position with the corresponding compensation to be provided by the Science Education Institute, subject to availability of funds and government accounting and auditing rules.

Sandwich Program
The Sandwich Program is open to ongoing ASTHRDP scholar in the MS and PhD program who has already completed his/her academic courses in a NSC member-university and has an approved research proposal and intends to conduct part of his/her research work (thesis/dissertation) in a foreign university identified by/or deemed accepted to DOST.
The research work must be in any of the DOST priority areas of study, to be conducted for a minimum of 3 months to a maximum of 1 year.
The financial assistance shall be for a maximum of One Million Five Hundred Thousand Pesos depending on the place and duration of study. Privileges includes roundtrip economy airfare, stipend/living allowance, book allowance*, accommodation, medical insurance*, tuition fee and other school fees, clothing allowance* subject to evaluation and approval.
*allowances will depend on the place and duration of study.
Capacity Building Program in Science and Mathematics Education (CBPSME)
The Department of Science and Technology-Science Education Institute (DOST-SEI), in cooperation with the National Consortium in Graduate Science and Mathematics Education (NCGSME), offers scholarships to qualified male and female applicants for the pursuance of Master’s and Doctorate degrees in Science and Mathematics Education under the Capacity Building Program in Science and Mathematics Education (CBPSME).

- improve the quality of science and mathematics education in the country; and
- accelerate the development of critical mass of experts in science and mathematics education.

Criteria of Eligibility
1. Natural-born Filipino citizen;
2. Not more than 50 years old at the time of application;
3. In good health and of good moral character;
4. Pass the admission requirements for graduate studies at any of the NCGSME member-universities;
5. Have at least two years teaching experience in science and mathematics for Doctoral; or at least one year teaching experience or have graduated with academic honors or graduated as DOST scholar for Master’s;
6.a If employed: Allowed to study full-time for two or three years (Residential Mode) and part-time for six years at UPOU (Distance Education Mode); and
6.b For employees of the DepEd: Officially endorsed by DepEd (Signed Form 2A by Division Superintendent and Regional Director)
6.b.1 Must have been in service for at least five (5) years.
6.b.2 Must have at least Very Satisfactory performance rating for the last two (2) years.
6.c For employed non-DepEd applicants: Certificate of Employment, Permit to Study (Signed Form 2B by the Head of the University);
7. Not a recipient of other scholarship; and
8. Willing to accept the terms and conditions specified in the Scholarship Contract.

Incentive
The stipends in the remaining months of the scholarship period shall be given to a scholar who completes his/her degree earlier than the end of the said period.
Terms of Scholarship Award
An awardee shall:
• enroll in the required academic load per semester and study full-time /part-time (UPOU) in any of the identified training institutions;
• maintain a grade point average/general weighted average required by the Graduate School of the university and comply with the university’s academic requirements to remain in the scholarship program;
• comply with the terms and conditions of the Scholarship Contract to be entered into among himself/herself, the DOST-SEI, and the Training Institution;
• render service in the Philippines on full-time basis upon completion of the degree along the field of specialization for a period equivalent to the length of time the scholarship is enjoyed;
• refund the scholarship grant with 12% interest for non-completion of the program within the prescribed period of study and/or failure to comply with the service obligation.
Selection of Awardees
1. University screens and evaluates the accomplished application form and other documentary requirements of the applicant.
2. University interviews short-listed applicants
3. University endorses the list of potential qualifiers to SEI.
4. DOST-SEI validates eligibility of the potential qualifiers to the scholarship
Additional Process for DepEd Teacher Applicants
- DOST-SEI endorses to DepEd the list of names of potential qualifiers from DepEd who are teaching and non-teaching
personnel with at least five (5) years in the service and with at least very satisfactory performance rating to the last two years per DepEd D.O. 68 s.2009. - DepEd issues potential qualifier Certification re-Permit to go on Leave with Compensation.
- DepEd endorses to DOST-SEI the list of qualified DepEd teachers and non-teaching personnel for final approval of the DOST Secretary.
5. Upon approval of the DOST Secretary, the list of awardees is final and unappealable.
6. DOST-SEI, through the Consortium Project Directors, sends the notice of award to the awardees.

Engineering Research and Development for Technology (ERDT)
The Engineering Research and Development for Technology (ERDT) is a consortium of eight member universities in the country that offer master’s and doctoral degrees in various engineering fields. This Consortium is composed of Ateneo de Manila University (ADMU), Central Luzon State University (CLSU), De La Salle University (DLSU), Mapua University (MU), Mindanao State University-Iligan Institute of Technology (MSU-IIT), University of the Philippines Diliman (UPD), University of the Philippines Los Baños (UPLB), and University of San Carlos (USC).

Terms of Scholarship
- The scholarship award shall be for full-time graduate studies to ensure on-time completion of an MS/Ph.D. degree.
- The scholar must not be employed or practicing his/her profession while on scholarship.
- The awardee shall execute a Scholarship Agreement.
- The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
- The scholar must not have other scholarships.
- The scholar shall be required to render service obligation in the Philippines after he/she finishes the MS/Ph.D. degree, i.e. one year of service for every year of scholarship.
- The scholar shall be required to refund the scholarship grant with interest for non-completion of his/her graduate program or failure to comply with the service obligation.
Criteria of Eligibility
An applicant must:
- be a Filipino citizen;
- not be more than 50 years of age at the start of the program;
- have passed the admission requirements of the graduate program supported by ERDT;
- have a BS/MS degree in engineering or related field;
- be in good health condition;
- not have criminal/administrative cases; and
- pass the interview and other screening procedures.
Who else may apply?
- PhD graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second PhD degree.
- MS/PhD non-scholar graduate (not S&T related) who intends to pursue a second MS/PhD degree
Who may NO longer apply?
- PhD graduate (scholar or non-scholar) who intends to pursue another MS degree program.
- MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.
Qualifications
1. be a Filipino citizen;
2. not be more than 50 years of age at the start of the program;
3. have passed the admission requirements of the graduate program supported by ERDT;
4. have BS/MS degree in engineering or related field;
5. be in good health condition;
6. not have criminal/administrative cases; and

- Narrative Essays;
- Recommendation Letters from 3 former professors or supervisors;
- Certified True Copy of the Official Transcript of Records;
- Birth Certificate (photocopy)
- Valid NBI Clearance;
- Medical Certificate stating that the applicant is physically and mentally fit to study from a licensed physician with PRC license number indicated;
- Permission to take a Leave of Absence (LOA) while on scholarship/Certificate of Employment/ Proof of Resignation or Termination of the contract (if employed);
- Certificate of No Pending Administrative Case (if employed)
Must be submitted once accepted into the scholarship:
- Acceptance Letter/ Notice of Admission from the Graduate School;

Additional Requirements for Lateral Applicants:
- Certification from the Graduate School/ university indicating the following:
- Number of graduate units required in the program; and
- Number of graduate units already earned with corresponding grades.

Study Placement
A scholar must enroll in a foreign university with good track record and/or a recognized higher education/research institution in the specialized field in S&T to be pursued.
Criteria of Eligibility
The scholarship is open to all Filipino citizens who are in their first five years of their research career and meet the eligibility requirements.
An applicant must
1. be a Filipino citizen;
2. not be more than 50 years old at the time of application;
3. be in good health condition;
4. pass the admission requirements for graduate studies in a foreign university with good track record;
5. pass the interview and other screening procedures; and
6. align the research interest with the areas/programs identified under the DOST’s Harmonized National Research and Development Agenda (HNRDA); and
7. have a viable re-entry plan.
Note: An Applicant who has already started his/her studies abroad prior to application can no longer apply.
Selection Procedure
An applicant goes through the following selection procedure:
First Level Screening:
Documentary evaluation of the application form and other requirements
Second Level Screening:
Evaluation of research topic and re-entry plan by concerned DOST Council
Third Level Screening (as needed):
Interview by a panel to be created by the SEI Director with representatives coming from the DOST Councils and other relevant DOST agencies

Scholarship Privileges
1. School Fees – Actual tuition and other school fees based on Statement of Account or Official Receipt.
2. Learning Materials and/or Connectivity Allowance – For prescribed textbooks and essential school supplies to be released as outright grant.
3. Thesis/Dissertation Allowance
4. Transportation Allowance – Restricted international one round trip economy fare (start and end of the scholarship period only).
5. Pre- Departure Expenses (one time only)
6. Monthly Stipend/Living Allowance
7. Relocation Allowance
8. Health/Accident Insurance
Service Obligation
- The scholar, immediately upon completion of his/her scholarship program, shall return to the Philippines to render service physically on full-time basis in his/her sending institution, preferably along his/her field of specialization for a period equivalent to twice the length of time or a fraction thereof that he/she enjoyed the MS/PhD scholarship.
- Any service rendered before the completion of the scholarship shall not be counted/considered part of the service obligation.
Other Conditions
- The qualified applicant will pursue MS or PhD Program on a full-time basis for a maximum period of 24 or 36 months, respectively.
- No lateral entrant shall be considered.
- The scholar must not avail or enjoy any other scholarships.
- The scholar must make a full-time commitment to the scholarship and not engage in any form of employment during the scholarship period.
- Non-completion of degree or failure to render service, preferably in his/her sending institution, may be a ground for refund in full the total financial assistance received with 12% interest to the DOST-SEI; and the salaries and other remunerations, if there is any, to his/her sending institution.

PhilFrance DOST Fellowship Program
The Department of Science and Technology-Science Education Institute (DOST-SEI), in partnership with the Embassy of France in the Philippines, offers the PhilFrance DOST Fellowship Program with the aim of fostering the mobility to the French Republic of Filipino professionals working in
academic, research, or government institutions. Selected scholars will pursue Master’s or Doctoral degree in public higher education establishments under the Ministry of National Education, Higher Education and Research of the French Republic.

- Be a holder of a higher education diploma recognized by the Philippine Government;
- Have excellent academic background;
- Have sufficient knowledge or expertise to carry out higher studies;
- Pass the admission requirements for graduate studies in a public university in France; and
- Pass the interview and other screening procedures.

Selection Procedure
Applicant must pass the following screening levels:
First Level:

Second Level:
Evaluation of applicant’s proposed research topic and re-entry plan by the concerned DOST Council.

Scholarship Privileges
The scholar shall receive the following financial assistance while on scholarship and until completion of degree:
From the DOST-SEI
- Monthly living allowance based on the prevailing cost of living in the place of study in France;
- One round-trip economy fare from residence to place of study (one-time only in the whole duration of study);
- Relocation allowance; and
- Pre-travel expenses.
From the French Embassy
- University registration fees;
- Social security fees throughout the scholar’s stay in the French Republic;
- Visa fees; and
- Priority access to student housing facilities.

Science and Technology Regional Alliance of Universities for National Development

This STRAND component shall strengthen the faculty profile of the university by granting graduate scholarships to its faculty members in identified fields where the university will niche. Criteria of Eligibility
An applicant must:
- be a Filipino citizen;
- not be more than 50 years old at the time of application;
- be in good health condition and of good moral character;
- pass the admission requirements for graduate studies in any of the STRAND 2 universities; STRAND 1 faculty-applicant must seek admission in any of the member-universities of the ASTHRDP-NSC or the ERDT Consortium or the CBPSME-NCGSME or in a foreign university.;
- pass the interview and screening procedure.
Who else may apply?
- PhD graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second PhD degree.
- MS/PhD non-scholar graduate (not S&T related) who intends to pursue a second MS/PhD degree.
Who may NO longer apply?
- PhD graduate (scholar or non-scholar) who intends to pursue another MS degree program.
- MS graduate in a priority S&T program (scholar or non-scholar) who intends to pursue a second MS degree.

Terms of Scholarship Award
- The scholarship award shall be for full-time graduate studies to ensure on time completion of Master’s/PhD degree in any of the DOST identified priority fields.
- The scholar must not be employed or practicing his/her profession while on scholarship; he/she must secure approval for official leave of absence, if employed.
- The awardee shall execute a Scholarship Agreement with DOST.
- The academic performance of the scholar shall be evaluated every school term based on established policies to determine his/her scholarship status.
- A service obligation to be rendered in the Philippines on full-time basis shall be required of the scholar after he/she finishes the Master’s/PhD degree, i.e. one year service for every year of scholarship.
- Refund of scholarship grant with interest shall be required of the scholar for non-completion of his/her graduate program or failure to comply with the service obligation.
Selection of Awardee
- Evaluation of accomplished application form and requirements by the University.
- Validation and selection of qualifiers by SEI.
- Approval of the list of awardees by the DOST Secretary.
- The list of awardees approved by the DOST Secretary is final and unappealable.
